Most first-round picks – besides those drafted by the Grizzlies – get 120 percent of the rookie scale. Before being signed, though, they count against the cap at 100 percent of the scale. Macklin wouldn’t have counted against the cap at all until signed.
Apparently, the Pistons had no interest in preserving enough cap room to bid on amnestied players like Chauncey Billups.
