		<description>I would guess that the lockout would hit on July 1st of next year, there&#039;s no way the owners would participate in free agency without a new CBA which is probably going to benefit them immediately... Hopefully it doesn&#039;t come to that, but we can only wait and see.</description>

		<description>Does it matter that much? The new CBA might do away with exceptions altogether. If they saved the bi-annual for next year it might not even exist for them to use. I thought that was one of the big CBA deals was getting rid of the exceptions. My question is when would a lockout take place? Would it be prior to free agency, or would free agency exist with the current rules and then the lockout happens before the season? Can free agency happen without a CBA?</description>
